SCI – External evaluation of the HEA Sahel Project 2013-2017

The HEA Sahel project began in 2010 and was implemented in seven countries (Burkina Faso, Mali, Mauritanie, Niger, Nigeria, Senegal et Tchad) in partnership with Action Contre la Faim, Oxfam and Early Warning Response Systems. In the last three years, OFDA supported the project with the aim to strenghten EWRS and pro-poor policy formulation. The main objective of the evaluation was to assess the extent to which the HEA has been institutionalised at the state level in each country, as well as at regional level. The evaluation focused on HEA-based information quality and coverage, and on its different utilisations amongst humanitarian and development practitioners.
