CaLP – Review of CTP operational model

To strengthen the evidence on the existing CTP operational models, CaLP developed an analytical framework to assess, context by context, the appropriateness of different models. Key Aid is using this “Framework for building evidence on operational models for CTP” as a basis for assessing the work of the ERC Consortium in Ethiopia.

The ERC consortium is composed of OCHA, Mercy Corps, Danish Refugee Council and CaLP under the leadership of Save the Children. The primary purpose of this review is to examine the extent to which the ERC consortium created an enabling environment for the adoption of Multi-Purpose Grants in Ethiopia, and more specifically in the Somali Region, Fanfan zone.

To do so, Key Aid developed a theory-based evaluation using a case study design to test the underlying Theory of Change of the operational model used in Ethiopia. The review involved informants across NGOs, UN agencies and government agencies and included a rapid on-line survey.
