Country Strategic Evaluation DRC

Key Aid Consulting was commissioned by UNHCR’s Country Office in the Democratic Republic of the Congo and the UNHCR Evaluation Office to conduct the Country Strategy Evaluation (CSE) of UNHCR’s operation in the DRC, covering the period 2022–2025. Conducted at a critical juncture marked by escalating humanitarian needs, shrinking funding and organisational restructuring, the evaluation assessed the effectiveness, impact, efficiency, coherence and sustainability of UNHCR’s strategy, with a particular focus on community-based protection, shelter, livelihoods and durable solutions. Using a mixed-methods approach, the evaluation combined document review, quantitative and qualitative analysis, and extensive fieldwork across Kinshasa, Ituri, North and South Kivu, North and South Ubangi to generate evidence and recommendations to inform UNHCR’s 2027–2030 Multi-Year Strategy and strengthen the transition towards durable solutions.
