Designing an engagement strategy between TVET centers and the private sector to enhance employment opportunities for youth in South Libya

Learning Lab

Key Aid Consulting was commissioned by the International Organization for Migration (IOM) Libya to develop a Private Sector Engagement Strategy for Technical and Vocational Education and Training (TVET) centres in Southern Libya, covering the period 2026–2028. Conducted in the context of persistent youth unemployment, skills mismatches and limited links between training providers and employers, the study assessed labour market needs, employer demand and opportunities to strengthen collaboration between TVET institutions and the private sector. Using a mixed-methods approach, the study combined desk review, quantitative and qualitative research, and stakeholder consultations with public institutions, employers, TVET providers and youth to generate evidence and practical recommendations for improving the relevance and attractiveness of TVET, strengthening school-to-work transitions, and expanding internship and employment opportunities for Libyan and non-Libyan youth across Southern Libya.
