Evaluation of the Humanitarian Leadership Academy’s Preparedness Portfolio
Key Aid Consulting conducted an evaluation of Save the Children’s Humanitarian Leadership Academy (HLA). The goal of the HLA is to improve crisis response by preparing national and local humanitarian actors to act effectively when disaster strikes. The evaluation looked at a subset of preparedness learning programmes: the Child Protection in Emergencies (CPiE), Education in Emergencies (EiE), FIELD, Humanitarian Operations Programme (HOP) and Training of Trainers (ToT). The study used an outcome harvesting approach that puts emphasis on understanding the process of change and how that change came about. The consultants relied on a retrospective analysis of data: first they identified outcomes through an online survey and literature research, and later investigated the activities that contributed to those outcomes through follow-up interviews. The results of the evaluation will be used to inform the strategy of the HLA for the coming years.
