World Bank – Strengthening Emergency Preparedness and Response in Papua New Guinea

The objective of this consultancy is to accompany the Government of Papua New Guinea in developing options for strengthening EP&R and in its efforts to strengthen the policy and institutional framework for Disaster Risk Management (DRM). Findings will inform the public policymakers on strategies to enhance the country’s EP&R system and provide recommendations for future investments. More specifically, the consultancy aims to:

  • Look at previous responses and draw lessons learned from a selected national disaster response;
  • Establish an Emergency Preparedness and Response diagnostic for PNG the using the Ready2Respond framework;
  • Validate the results, generate recommendations and ensure the buy-in of key stakeholders through different workshops;
  • Identify possible options for investment pathways to strengthen whole-of-Government EP&R in PNG.

The methodology used relied on qualitative data collection, a remote lessons learnt workshop as well as a validation and stakeholder workshops.
