External Review of the Humanitarian Cash Programme in Ukraine for the Humanitarian Coordinator

As the Ukraine crisis moves towards its third year, with response operations underpinned by the largest multipurpose cash response in the world, this review takes stock of the effectiveness of the cash response to date, highlights key areas for improvement and sets out supporting evidence. It builds on a desk review of available literature and interviews with 28 key informants representing the main cash stakeholders in country.

This strategic review, commissioned by and delivered to the Humanitarian Coordinator was presented to the Humanitarian Coordination Team and the Cash Working Group and shall serve to inform the Humanitarian Response for 2024 and beyond.
