Building a Cash plus Response in Lebanon
Key Aid Consulting was commissioned by the CAMEALEON consortium to conduct a study on how and when to combine multi-purpose cash assistance with targeted complementary services to cover essential needs of Syrian refugees in Lebanon. To this end, the study identified non financial barriers faced by Syrian refugees to meet essential needs, mapped key services that exist in Lebanon that can be accessed by Syrian refugees through referrals as well as the challenges and opportunities with such service linkages. Additionally, the study proposed avenues towards the operationalisation of cash plus approaches within the Lebanese context. The study used a mixed method approach and utilised a comprehensive desk review of more than 50 documents, in-person and remote key informant interviews with 32 stakeholders as well as focus group discussions with a total of 78 people split into 12 groups in Saadnayel-Bekka, Chiyah and Aley districts.
