Capitalization and institutionalization of the Household Economy Analysis (HEA) in five countries (Nigeria, Mali, Mauritania, Niger and Chad)

Evaluation

As part of this effort to capitalise the Household Economy Approach (HEA) experience, Key Aid Consulting co-constructed a logical framework to assess the progress level of institutionalisation in five countries (Mali, Mauritania, Niger, Tchad and Nigeria) . This framework, co-constructed using the theory of change, was discussed with the regional Save the Children team and judgement criteria were validated collectively. The following five criteria structure the logical framework: partnerships, technical capacities, financial resources, coordination and politics and visibility. The collection of qualitative data initially targeted the HEA NGO focal points and then included government counterparts and staff of the national Early Warning System. The last section of the report brings to the fore a country-level diagnostic with an assessment of each criterion according to the logical framework that was co-constructed with national country team. This diagnostic served as a basis to draw up a country roadmap aimed at strengthening the institutionalisation process. Each EWS/SAP country team worked on a roadmap detailing the next steps leading to institutionalisation by integrating and prioritising certain recommendations set out in the report.
