CARE – Feasibility study of cash transfers in Boeny region, Madagascar
CARE International in Madagascar commissioned Key Aid Consulting to conduct this study to determine the feasibility of cash transfers to cover basic needs in the event of an urban crisis in the Boeny region and to prepare the operational of these transfers in case future cyclonic shocks. This study covered the urban populations of the urban area of Mahajanga district, in the Boeny region, the most vulnerable to cyclone shocks. The data collection methods used included a review of secondary data previously collected by CARE, a half-day participatory workshop with stakeholders who had already implemented projects in the area and key informant interviews.
This study will inform some operational decisions for the implementation of future programmes by CARE and potential cash transfer preparedness efforts in the country.
