CARE - Organizational Readiness Assessment: CARE’s Cash and Voucher Assistance (OCRT)
CARE USA commissioned this organizational exercise to assess CVA readiness at an organization-wide, macro level. Focus was placed on global/HQ readiness.
The assessment focused on:
- Assessing CARE’s systems and policies readiness to enable timely and at scale CVA in emergency settings;
- Identifying resources and leadership enabling and hampering factors in the use of quality gender sensitive CVA in emergency settings.
The assessment stems from the CaLP approach: Organizational Cash Readiness Tool (OCRT). This evaluation focused on two of the four categories of inquiry: leadership and resourcing, and organizational systems and policies. The assessment consisted of three workshops (orientation meeting, scoring meeting, action plan meeting), key informant interviews with relevant stakeholders at different levels and locations within the organisations, and a survey deployed in Haiti, Jordan, Somalia, Turkey, Yemen and Niger. In addition, the consultants revised relevant documentation, such as organisational charts, strategy plans, CVA related program policies and guidance, procurement manuals, etc.
The results of the assessment will help to prioritize and identify Human Resources (HR), finance and Supply Chain Management (SCM) systems and procedures that need to be adapted to ensure it is fit for purpose to support the design, use and monitoring of CVA, especially in crisis settings. The results will be used to bring change within CARE putting CVA at the forefront of their global strategy.
