DEC – Real-Time Review Response to Cyclone Idai in Mozambique, Zimbabwe and Malawi

Key Aid Consulting led a real-time review (RTR) of the Disasters Emergency Committee (DEC) Response to Cyclone Idai in Malawi, Mozambique and Zimbabwe. The DEC Cyclone Idai Response funded 25 projects by 13 of the DEC member agencies, with Phase One of the projects implemented between March to September 2019, and Phase Two starting from October 2019 and set to last for 2.5 years. These projects include emergency relief and early recovery activities in the sectors of shelter, WASH, livelihoods, food, nutrition, NFI, health, education, protection, accountability to affected population, and capacity building. More specifically, the objectives of the Response Review were to identify good practices implemented during the response as well as priority areas, gaps and areas of unmet needs and to draw on lessons learnt and recommendations.

We adopted a participatory and user-oriented approach to the evaluation process. For instance, areas of inquiry were determined in a participatory manner, via an online survey disseminated to DEC members and partners. The team also conducted 30 Focus Group Discussions with beneficiaries of the project, 82 key informant interviews and one learning workshop in the three countries. Four reports were produced for the DEC, one for each of the countries where KAC conducted the RTR, and one synthesis report with macro-level analysis of the response.
