DIPSAC Project summative evaluation in Malawi and Mozambique
In response to Malawi and Mozambique’s climate disaster vulnerability, the DIPSAC project (2017 – 2021), funded by the Government of Flanders, was implemented by the Belgian Red Cross Flanders, Mozambican Red Cross Society and Malawi Red Cross Society. The principal objective of the project was to reduce the impact of climate risks, by strengthening the resilience of communities living in high-risk areas and building the institutional capacity of the National Red Cross Societies and other stakeholders to respond to disasters. Key Aid Consulting conducted a summative evaluation of the entire project which involved a field visit in Malawi and Mozambique. A total of 35 interviews were conducted with project stakeholders and 15 focus group discussions were conducted with community members. The summative evaluation reported on the relevance, effectiveness, coordination and sustainability of the project and provided actionable recommendations for the project design, implementation, monitoring and sustainability. The audience of the report was primarily BRC-FL and its donor, as well as the MRCS and CVM.
