The World Food Programme (WFP) Office of Evaluation commissioned Key Aid Consulting to conduct a centralized evaluation of WFP’s Country Strategic Plan (CSP) in the Democratic Republic of the Congo (DRC) for 2020–2024. This evaluation assessed WFP’s strategic positioning, operational effectiveness, and contributions to food security, nutrition, and resilience in one of the world’s most complex humanitarian crises.Using a mixed-methods approach, the evaluation combined documentary analysis, 174 key informant interviews with WFP staff, government officials, partners, and beneficiaries, 59 focus group discussions.

The findings highlighted WFP’s critical role in delivering large-scale, timely food and nutrition assistance, particularly in conflict-affected eastern DRC, and its leadership in logistics and coordination. However, challenges such as funding gaps, limited coverage of acute needs, and insufficient integration of resilience-building activities were identified as major constraints.The evaluation underscored the importance of strengthening local partnerships, improving data-driven decision-making, and enhancing coordination with national and UN agencies to address the root causes of food insecurity. Key recommendations included prioritizing geographic and household targeting, scaling up cash-based transfers, and formalizing a transition strategy from emergency response to sustainable resilience programs.
