Evaluation of the Dorcas DIF 121 Personal Cash Aid Project
In response to the Grand Bargain’s call for action, the DIF project embarked on a two-year innovation process during which it invested in a new delivery model: the 121 system. The 121 system aims to facilitate coordination between humanitarian organizations and donors by providing CVA for a more efficient distribution of cash. Second, it aims to provide people affected with assistance attuned to their needs, whilst protecting their anonymity. Dorcas contracted Key Aid Consulting to evaluate the progress made by the DIF funded 121 Personal Cash Aid Project (2019 – 2020), with a focus on the innovation process and the Netherlands pilot project. The main purpose of the innovation process evaluation was to collect the learnings and insights to inform a future phase of implementation as well as future endeavours to improve CVA. Primary data collection involved a structured desk review, 17 semi-structured interviews with internal project stakeholders, and an external desk review to map sectoral CVA innovation.
