Evaluation of the Maharat Li Loubnan (MLL) project “Training and employability of vulnerable populations impacted by the Syrian crisis in Lebanon” – IECD Lebanon.Key Aid Consulting conducted the final evaluation of the Maharat Li Loubnan (MLL) project, implemented since 2017 by IECD and Semeur d’Avenir in four regions of Lebanon : North, South, Bekaa and Mount Lebanon (Beirut’s large suburbs). The overall objective of the MLL project was “to improve the socio-professional integration of Lebanese youth and vulnerable populations (Lebanese and Syrian refugees)”. The evaluation of the MLL programme (January 2017-June 2021) was both summative and formative, with a strong learning focus for the second phase of the project, the MLL2 project, which started in May 2021. The objective of the evaluation is twofold: (i) to take stock of the relevance, results, short-term effects and adaptations of the project in its first phase and compare progress to the logical framework, and (ii) to inform the second phase of the project and identify specific good practices related to the adaptation of the programme, its sustainability and the short-term effect of its short courses.
