External Evaluation - Cash Assistance in Re-Emerging Markets in Syria (CARMA)

KAC worked on the final evaluation of the project “Cash Assistance in Re-Emerging Markets in Syria” (CARMA), implemented by a consortium of both international and local actors. CARMA’s overall objective was to contribute to increased resilience and the protection of vulnerable households affected by the crisis in government-controlled Syria. CARMA delivered cash assistance, hygiene kits (HK) and referral and case management support. This evaluation was primarily a formative evaluation, whose overall objective was to generate evidence-based findings and learning to inform the CARMA project’s strategy and help shape future programming. The evaluation looked at project achievements and constraints, assessed the key outcomes of the intervention, drew lessons learnt and provide recommendations to inform the design of future projects. The evaluation also served a secondary purpose of accountability to the project’s recipients and other stakeholders implementing similar projects in the country.
