External Review of CashCap’s pilot support to Red Cross/Red Crescent National Societies in Syria and Ukraine

NorCap engaged Key Aid Consulting to conduct an external review of CashCap’s expert deployment, providing support cash and voucher assistance (CVA) programming support to the National Societies of the Red Crescent and Red Cross in Syria and Ukraine. The purpose of this study was to take stock of the pilots to date and to identify best practices, lessons learned, and recommendations that will be used for the implementation of the phase 2 of the pilots and to inform a potential scale-up of the model. Subsequently, the findings of the review informed whether NORCAP/CashCap’s expertise in coordination, facilitating multistakeholder collaboration processes, capacity strengthening, policy influence and advocacy for quality Cash and Voucher Assistance (CVA) adds value to ongoing system-wide localisation efforts, when placed strategically in a mentoring role and embedded long-term context with a local actor. Key Aid conducted the review using qualitative research methods, conducting 35 interviews in total, most of them on the field in Syria and Ukraine.
