External Review of the Pilot Intervention Schemes for Multi-Purpose Cash Transfers by the SAFER Consortium

The SAFER consortium is one of the leading rapid response mechanisms in the Democratic Republic of Congo (DRC), capable of delivering large-scale assistance in areas with limited access. The consortium operates under a tailored intervention framework, designed to respond swiftly to humanitarian needs. In a bid to enhance its response time, SAFER introduced pilot interventions, implementing strategic modifications to its existing framework. Key Aid Consulting partnered with SAFER to evaluate the impact of these modifications on the consortium’s effectiveness, efficiency, and equity. Through a comprehensive approach, KAC conducted key informant interviews, facilitated focus group discussions, organized a collaborative workshop, and performed an in-depth analysis of SAFER’s dataset. The goal was to assess how these pilots influenced SAFER’s ability to deliver on its value proposition and identify opportunities for further optimization.
