Key Aid Consulting conducted the evaluation of IFRC’s 2017 & 2018 livelihoods programme in Ukraine (Lugansk and DonestkOblasts). The intervention was the first livelihood programme implemented by IFRC/URCS in the country and aimed to provide 558 households with conditional cash grants to restart their agricultural, livestock and small business activities. This evaluation looked at the appropriateness, effectiveness, efficiency and sustainability of the programme and made some recommendations for the 2019 programmes regarding how IFRC could include vocational trainings to its programming. The evaluation used various data collection methodologies including desk review, key informant interviews and focus group discussion.
