Money transfer research and market assessment: Northern Syria

Hulo Cooperative commissioned Key Aid Consulting to conduct a market assessment to support strategic decision-making on Cash and Voucher Assistance (CVA) delivery in Northeast and Northwest Syria, and to explore alternative solutions for improving efficiency, reducing costs, and mitigating operational risks. The study involved an iterative desk review of approximately 50 documents and the development of an inception report. During the data collection phase, 23 semi-structured interviews were conducted with Hulo participating organizations, non-Hulo partners, financial service providers (FSPs), Implementing Mechanisms and Technical Agencies (IMTAs), and digital solution companies currently engaged with or previously partnered with Hulo, as well as potential future collaborators. The findings were presented to Hulo Organizations (HOs) during a remote workshop facilitated by Ciara and Fe in December 2024, providing insights to inform strategic-level decisions on CVA delivery and operational improvements.
