National Evaluation Capacity Readiness Assessment of Ethiopia

Commissioned by the UNICEF Ethiopia and the Ethiopian Ministry of Planning and Development between December 2019 and April 2022, Key Aid Consulting conducted the National Evaluation Capacity Readiness Assessment of Ethiopia (NECRA). More specifically, the capacities of 16 governmental bodies to effectively implement and use evaluations to assess progress towards the Ethiopian Ten Year Development Plan and the Sustainable Development Goals (SDGs) were assessed. To this end, Key Aid Consulting utilised a mixed method approach using a desk review of relevant documents, 34 key informant interviews as well as thematic group discussions with 53 staff members of the 16 governmental bodies. Using these methods Key Aid Consulting produced the main NECRA report, a costed capacity development plan, a policy brief as well as two podcast in English and Amharic.
