Process evaluation of the African Risk Capacity payment in Ivory Coast
KAC worked on the final evaluation of the African Risk Capacity (ARC) payment process set up in 2020 in Côte d’Ivoire. The evaluation was commissioned by the Pan African Risk Management Mutual which provides insurance products to African states. The insurance mechanism provides access to rapid and predictable funding in the event of a disaster in order to protect the food security and livelihoods of vulnerable populations. The evaluation aimed to generate lessons on the process of operationalising contingency planning and the implementation of cash transfers. KAC conducted 32 community focus groups and 315 quantitative surveys of beneficiaries to measure perceptions of the user journey and draw lessons on cost-effectiveness. The evaluation of the implementation plan and the targeting of beneficiaries led to concrete recommendations on the implementation of the response and its coordination at the national level.
