Programme Evaluation for the Lebanon Protection Consortium (LPC)
The objective of this assignment was to evaluate the LPC programme’s capacity to meet its stated objective in the results chain, and in doing so how its work impacted its targeted beneficiaries. The evaluation focused on three OECD DAC criteria to measure the extent to which LPC’s: (i) programme design, tools and responses were relevant and appropriate to the context, (ii) responses were effective and accountable; (iii) approaches/methodology and tools were able to deliver results in an efficient and timely way. The evaluation covered four areas: Bekaa, the South, Baalbeck-Hermel and North Lebanon and covered Phase II: August 2019 until December 2020. The evaluation relied on a participatory, mixed-methods approach that included both primary and secondary data. The evaluation was commissionned in between project cycles to generate insights and learnings from project stakeholders and to inform the next phase of the project.
