Value for Money assessment of the LIVES program in Ukraine and Poland

The LIVES program, implemented by Mercy Corps, People in Need (PIN), and local civil society organizations (CSOs), aimed to provide emergency support to conflict-affected populations in Ukraine and Poland. Mercy Corps commissioned Key Aid Consulting to conduct a value for money assessment of the cash component of the program. The assessment aimed to answer key questions related to the program’s cost, design, efficiency, and effectiveness. It sought to understand the cost drivers and their impact on program equity, evaluate the cost efficiency and cost transfer ratio of the program, and assess the timeliness, inclusiveness, and achievement of intended outcomes.
