Value for Money Study - Cash Assistance in Re-Emerging Markets in Syria (CARMA)

The CARMA consortium commissioned a Value for Money (VfM) study, including a scaling study, focusing on three cash assistance packages that have been delivered in the Rural Damascus, Aleppo, and Homs governorates, in Syria. To take a holistic view of CARMA’s Value for Money status, the study used the framework established by FCDO/National Audit Office 4E. In this framework, 4E stand for Effectiveness, Equity, Economy, and Efficiency. The scaling strategy focused on the scale i.e., the size and duration of the transfer, the caseload, and the number of project locations. It aimed to determine whether and how the project team could further optimise its cost efficiency while maintaining its previous status of effectiveness and equity.
