WaSH Services Monetization Scale-up Feasibility Analysis

Key Aid Consulting conducted a feasibility study examining the opportunities, challenges and risks tied to a Cash for WaSH pilot in Lebanon. This innovative approach launched by UNICEF in 2019 aimed at monetising essential WaSH services provided in kind to Syrian refugees. The question was to understand which of unrestricted cash or in-kind/voucher was better suited to provide these services in an environment affected by the pandemic and an economic crisis.
This study was based on a desk review including data collected by the Lebanon WaSH Sector and a PDM conducted by UNICEF. The secondary data was complemented with a PDM delivered by Key Aid and qualitative findings from focus groups with beneficiaries and key informant interviews from a wide variety of stakeholders in Lebanon. Results focused on the effectiveness of the programme and risk management, and provided practical recommendations to UNICEF.
